The Indianapolis 677,401. Marion County (Indianapolis), Indiana had an estimated 2007 voting age population of 644,197 yet it now reports 677,401 persons registered to vote. Indianapolis may have set a record with 105% of its eligible citizens registered to vote.  (Thanks, John.)

Good. Now everyone can vote. If there are fake people registered, they won't vote. What's the issue? There's a difference between registration fraud and voter fraud.
I'm much more worried about the NYT report of secretaries of states, including my state of Colorado, purging legally registered voters. This is actually affecting people's ability to vote.

And the GOP got in trouble in Montana for for trying to challenge voters at the polls in predominately Democratic precincts on the flimsiest of pretenses.

I don't much care if some yokel collecting new registrations for five bucks a pop submits the names of the starting defensive backfield for the Cowboys so he can steal a few bucks from the organizers. I care that a lot of real people are getting purged from voter rolls for political reasons.
